- Use of new city styles (see PR#13893).

Um, that ticket contained only nonsense (to me...)

However, I know what you're referring to. If you could provide a hint on how to make the fallback city style syntax, it would be much easier.

- Legends for all nations (better to do sooner than later since they must all be translated).

I'm adding a legend to any nation I'm updating with something else. Do you think we need to make a huge add-all-legends patch once and for all and be done with it?

- 3:2 aspect ratio for flags. If this is what's desired, we should change the renderer to enforce it and fix any flag that doesn't show properly at this ratio.

I like this proposition. However, it'd be nice if the rendering code allowed everything in between 3:2 and 1:1, instead of stretching them horizontally. Just limit their vertical size to match that of 3:2 so they won't look so oversized. I know that for example the Danes and Swiss are quite picky about the form factor of their respective flags..

- An updated file doc/README.nations explaining adding of new nations (flags and ruleset files and bootstrap data). This can be taken directly from the wiki I think. It should of course list our standards.

Some text can be moved from the doc/README.rulesets file too.

What other standards should we have for nations?

At least one relevant civil war nation. A civil war nation should be historically, geographically and/or linguistically related to the current nation. In my opinion, being linguistically related is especially relevant, since city names are chosen from civil war nations when you run out of them yourself.
