CVS GTK2

I have a savegame (same as referred to in PR#13969) where a ship is the
active unit after start. When I issue the 'S' command on it, the 'S' is
shown in the icon, but the ship is still active (blinking in 2.0 or framed
in 2.0.99). <space> drops the activity.

Bug or feature?

Reproducible. Savegame attached.
