[Freeciv-Dev] (PR#13796) Patch: Updated Afghani nation with experimental credits tag

I'm trying out a simple credits tag for nation rulesets. What do you 
think?

Other revisions to the nation:

- Added legend.
- Added leader titles.
- Removed ruler Timour-i-Lang (Timur Lenk) and Kanishka: They were 
Mongol warlord and Indian king, respectively. Both admittedly ruled the 
region that is now Afghanistan as a province of their respective 
empires. But it's too long a shot to make them rulers of modern 
Afghanistan.
- Added a Taliban leader plus current president of the country.
- Added civilwar_nations.
- Reworked city list with revised spellings and in order of present 
population.
