Well then, which version of Freeciv did you load down, and from where?

You should find the CMA tab of the city window (which is what you get when you
click on a city in the main map) as the 4th of 6 tabs there (in version 2.0).

It might, of course, be that it has another name, if you use another
language as english. In german, for example, it is shortened 'ASV'.
