[Freeciv-Dev] (PR#13746) Suggestion for new Aztec flag

At the moment the Aztec nation is using modern Mexico's flag.

I suggest we use New Mexico's state flag (kind of ironic) instead.

Technically, this flag uses a Zia Pueblo sun symbol with the colors of 
Spanish royality, so this is not entirely historically correct. However, 
sun symbols was central in Aztec civilization and this flag gives a 
definite "Amerindian" feel that is missing from the current flag.

We could perhaps change proportions and colors to avoid confusion.
