This looks _very_ promising! This will become an incredibly useful tool
for debugging, and for creating scenarios. Lots of stuff to do yet,
though.

There should be a warning message to other players that one player is
starting to edit the world, I think.

It is easy to forget that you are in edit mode. To avoid unnecessary bug
reports, the moving units and the end turn button should be disabled when
in edit mode, IMHO. (Or perhaps you should be able to move units for
free?)

The mouse cursor should change when in "next click is putting something on
the map" mode.
