[Freeciv-Dev] (PR#13658) A revised Korean nation ruleset

In this revised Korean ruleset, I changed the spellings of many rulers 
and cities and also added several more.

For example, archaic "Kim Ir Sen" is changed to much more recognizable 
"Kim Il-sung."
