[Freeciv-Dev] (PR#13612) gui-win32: new nation select dialog

This patch implements a new nation dialog for gui-win32, to replace the
old, radio-button style one.

Presently all selection functionality is there, however it does not
update when nations become unavailable, and it lacks the legend text for
now.

I've left a screenshot as a comment in rt.
