There should be an enumeration of possible overview modes, controlled
through a menu or somewhere else in the GUI.

Possible modes:

- Default (ocean/land, units/cities, owned/allied/enemy, fog)
- Borders (player color for each tile)
- Terrain
- Units only (by player)
- Cities only (by player)
