[Freeciv-Dev] (PR#13201) detached connections don't get messages

If you are a detached connection you don't get any messages.  In pregame
this is rather crippling.

For instance you can do most commands, like

  /create foo
  /set timeout

but you don't get any of the responses when you (or someone else) does
those commands.  An attached connection will see the results but you won't.
