[Freeciv-Dev] (PR#13004) Bug - cannot save

I could not save my game correctly in versions 2.0.0 and 2.0.1.  When I
saved the game with Save As, in a subfolder I created called saves, no
saved game file was created there.  It only created a saved game file
two directories up called Freeciv-2.sav.gz.  This is the only place it
saved the game.  I would save it as something like Hungary.sav, and it
would only create the file I just mentioned.  This only allows me to
have one saved game at a time.
