[Freeciv-Dev] (PR#12053) Closing "State of the nation report" Window on X exits civclient

I want to report a bug vor the latest freeciv 2.0 beta7: When I want to 
close the window with the "State of the nation report" (in German: 
Bericht zur Lage der Nation) by pressing the "X" in the upper riht 
corner, the civclient is closed - thats very unexpected and will cause 
much frustration in multiplayer games.

I first thought it`s a gtk2 bug - but the same problem appears with 
Xaw3d. I founf the bug in the latest stable release, too. If possible 
all extra windows opend in the client should be tested whether they show 
this strange behaviour.

Seems like there are some problems with the gui in general, e.g. 
scrolling and keybord shortcuts do not always work and on cannot close 
all the popup massages with a hotkey. But that a new bugreport ;-)

I like freeciv alot and hope I can play the comming 2.0 soon with my 
(Windows) friends via network.
