When moving units, the AI pays no attention to the number of units it is 
placing on one tile. It can therefore produce stacks containing many 
units. This is OK for city tiles and tiles distant from an enemy, but 
typically a large stack is a tempting target for a counter attack or 
pre-emptive attack. I've seen a stack of 50 units destroyed by a Cruise 
Missile because of this. Ouch! The AI should produce smaller stacks in 
exposed locations, even if this lengthens journey times.
