[Freeciv-Dev] (PR#11766) Crash at win98

The client crashes badly sometimes when I click the research done 
window before it loads. Same thing happens sometimes when I try to 
buy things after ending the turn but before the AI stuff is done 
(big map, many AIs, slow turns). The error states it's a general 
protection error at user.exe or somesuch.
