[Freeciv-Dev] (PR#11745) gui-win32: list columns aren't wide enough

In many lists the columsn seem to be automatically wide enough (or maybe
that's just luck).  But in some they are always too narrow.  In the
metaserver list the columns are always too narrow to see the needed
information.  And in the load-dialog player selection dialog the
player-name column is always too narrow.
