[Freeciv-Dev] (PR#11703) help dialog crash in win

during a game, performing the same action in the help dialog
repeatedly(such as pressing the down or up arrows to view other units)
often seems to cause the game to crash. unfortunately, I have been
unable to determine more specific circumstances, and neither
civserver.rpt nor civclient.rpt is created. Info on how to cause
freeciv to create these would be appreciated.
