  2 = diplomacy is only allowed between AI players.

  3 = diplomacy is restricted to teams.

  4 = diplomacy is disabled for everyone.

  You can always do diplomacy with players on your team.

Something is wrong with this description. Option 3 conflicts with the last
statement.
