This patch aims to do some improvement code cleanups (the removal of
equiv_range and other obsolete improvements code) and to add small
wonder support.

The patch is still a bit raw and needs savedgame save support for small
wonders, palace still needs to be properly implemented, plus the
satellite code cleanups are still to be done.

But I wanted to store this version for reference and get some comments.
