The problem here is the same as the 3rd image (only) in PR#9406.

The problem here is that goto actually is giving the best route!  But
when the last tile is occupied by an enemy, you don't want the route
that gives the most MP after the last move (since there will be no last
move).  You want the route that gives the move MP *before* the attack. 
In the above screenshot the difference is harmless, but in the situation
described earlier in the ticket it is downright dangerous.

I have no idea how to fix this though.  Maybe Greg can do something with it.
