As a result of an insufficient fix of
http://rt.freeciv.org/Ticket/Display.html?id=9667 the CMA GUI is broken.

When I open city dialog, cma tab, and want to activate a cma preset, I have
to do:

1. Double click on a preset name
2. Click Activate button

Not only this is hard work, but most users won't see what is needed.

In general, I think the interface can be much improved; but for a quick fix,
I suggest the following behaviour (re)installed:

- single click on a preset name sets the sliders accordingly (does not
  activate)

- Activate and Deactivate as usual

When opening city dialog cma tab,

- and the city is under CMA control given by a preset name, that preset name
  is selected in the preset list.

- if the city is uncontrolled or controlled not by a preset, no preset name
  is selected in the preset list.
