If a city is size 1 and tries to build a unit with pop_cost:

   <city> can't build settlers yet.

but it doesn't say why.  And with a pop_cost of > 1 this is even more 
confusing.  It should say something like:

   <city> can't build settlers yet.  It must be size <size> to build them.

or

   <city> must be of size <size> to build settlers.

The way it is now it is confusing to newbies:

<zenlunatic> so i mayaswell quit
<zenlunatic> it won't let me bulid settlers
