You have done a fantastic job on Freeciv 2.
A city is positioned on a peninsula as shown in the map below.

P -- Pheasant in forest
W -- whale
My server settings are the following:
set startunits ccccxxxx
set huts 0
set barbarians 0
set gen 3
set aifill 4
set startpos 3
set steepness 30
set dispersion 7
normal
Various CMA factor settings were tried. Surplus settings were defaults.
It was not possible to get CMA factors to choose a whale (222). Instead,
it steadfastly chose the pheasant (220). Trade factor was tried from 1
to 25, with all others 1.
In addition, after changing the trade factor and going back to Overview,
the city would not be grayed--as if manual control were possible.
However, touching the city map resulted in CMA control taking over and
graying the map.
