CVS 31 OCT 2004 S2_0 GTK2

I define a new preset for the CMA and set most of my cities on it. I save
the game, but not the client settings. Then I restart civclient and load the
game.

The city report now shows 'individual' for the CMA setting. When I open
such a city go to CMA tab, the CMA shows the first preset in the list as set
(Bug #1). When I define the preset again, the city report does not reflect
the setting for the cities (Bug #2). Only after I open the city dialog for a
city and change to CMA tab, it shows the CMA state in the report correctly,
for that city.
