That said, this bug is known: PR#10439. It should be fixed for the next beta.

Freeciv 2.0.0-beta1, client GTK+2

Connect/Road menu item is disabled if there is road already on tile (or if it is a city). I guess other Connect/* behave the same. That is either a bug or not very clever feature.
