Another version of the test is at

this one requires SDL_mixer in addition, and plays a music track in the
background, while it tries to avoid redrawing when changes don't happen.
This test shows best case / worst case fps in a more complex scenario.

In this test I get from 12 to 44 fps. In the other I get from 12 to 13.

Interestingly, if I lower the fps max to 10, I still get pretty smooth
scrolling and animation, and it never goes off by more than +/- 1 fps.
