The default endyear is 2000. This is because that's the way civ2 did
it. Of course civ2 was written in 1996 or something.
The default endyear should be the current year - or perhaps the MAX of
the current year and some "sensible" default (like 2000, 2010, 2048, or
2061). It should certainly not be _earlier_ than the current year.
We're not aiming for nostalgic value here.
Side note: at 1 tech per 2 turns, if there have been 8 years (or 8
turns) since civ2 was released then we should have 4 additional
technologies ;-).
