Today scenario has FINISHED MAPS or NO MAP at all

i think good to have scenario where terrains are not yet placed

the frist type will be FIRST STEP MAPS
where is a Height_map (with optional latitude_map)

height map is known of anybody about latitude. the today cvs has a
map_temperature() == map_colatitude() function used to put temperature
in map. to do scenario with not a standar temperature this info has to
be load from file instead to create from topo_id

this will be nice to do maps with odd projections, as a partial north
pole polar view of Earht on a flat topology.


The second type will be SECOND STEP MAP scenario
where is temperature map, wetness map,river map and relief_map

i am working in these maps for generalize terrains. tmap is done in one
of my latest patches and rmap (river map) is a old one.

with these 4 info map, mapgen can place terrains from any
terrains-rules-set, And the scceanior autor kip very clossed control.
 
Nice to do very reallistic scenario as a II war one, and not get any
time the some map.
