I get two exotic letters instead of polish letters in GTK2 client

With FREECIV_INTERNAL_ENCODING=UTF-8 FREECIV_LOCAL_ENCODING=UTF-8:
the same

WITH FREECIV_LOCAL_ENCODING=UTF-8:
Encodings: Data=ISO-8859-1, Local=UTF-8, Internal=ISO-8859-1
I get '?' instead of polish letters

I know
server's internal_encoding=UTF-8 and client's data_encoding=UTF-8
Isn't that supposed to be the default?
