I'm not sure that it's better than just making ocean and land continents 
interchangeable.

Sure you get some sanity checking because you get automatic assertions. 
  But this requires that you always be thinking about whether your 
continent is land or ocean, when in most cases it really doesn't matter. 
  And special cases will be needed for the game's use of continents as 
effect ranges, since ocean indices will have to either be skipped or 
handled specially.
