It's just one little step away to use real win_chance in kill_desire-like 
function, which will enforce some reasonable behaviour always.  I mean, 
when do you have one unit 5 times more expensive than another one (so that 
a win prob is 20%)

So the fix you propose is just slapping bandaid when you've got 
penicillin.
