[Freeciv-Dev] (PR#9727) translation of intro text

I configured the de_DE.ISO-8859-15@euro locale, and ran Freeciv.  But
the intro text ("Because civilization(s) should be free") was not
translated.  Why is that?

(The answer is _not_ "because it's part of an image, and can't be
translated".  This text is not part of data/misc/intro.png.  It's
written onto the image after it's loaded, so that it can be translated.)
