Running older versions of autoconf with newer versions of automake, or the
other way around, often causes problems.

Is there anyone out there who can manage to compile freeciv with autoconf
2.52 anymore? Maybe we should just drop support for this. I don't think
any active devs use it, so more and more bugs are going to show up here
undetected.
