Hi,

I searched but could not find anything regarding this specific issue.

I downloaded and tested the latest windows build:  (thanks for making 
that available!) freeciv-win-cvs-Nov-27.zip.

I have been running Andreas Kemnade's 1.14.0 win version so I am 
familiar with not having access to the City Managament Agent; that's ok, 
i don't mind managing cities by hand.

However, in the 1.14.99 devel version there is a new twist; I cannot 
control the usage of the tiles from within the city control window at all.

If this is a 'feature' due to the limitations of the win32 client can 
you make a switch available that would revert all control of the city 
tiles over to manual for all cities for the player?

This lack of control quickly makes the game unplayable because I cannot 
fix disorder, or set the city to favor production or food over trade. 
Costal cities just put their tiles in the water; I get good science 
output but what good is that if I can't build anything?

This is when running in single player mode; I have not tried it with a 
public server.
