From an IRC discussion...
"when we have one unit in a tile, we call request_unit_selected. But if
we happen to have more than one, we popup a select "box" and then after
a unit is selected we call request_new_unit_activity(ACTIVITY_IDLE). A
packet UNIT_INFO is sent to the server which replies."
Seems like something which should have been changed along with
fast-focus, but wasn't.
