The Estonians really see the entire map. I don't know why. This is not
ordinary AI omniscience at work. Was the Estonian nation created through
civil war or in otherwise extraordinary circumstances?

The bug cannot be reproduced from the savegame, since it must have
happen earlier when the Estonians were given the whole map. Shared
vision and AI diplomacy works fine.
