Really?  It always complains for me ("CMA: %s has changed multiple
times") before putting a city into disorder.

Also, at the same time as this started appearing, the CMA names
disappeared from the city report window; now all I get are "custom" or
"none".

I would suspect the problem is in a revision to a file in client/agents
in the past 2 months (that was the last time I did a clean update from
CVS before the problem showed up), but I can't figure out how to get the
information on when files were changed in CVS.
