http://www.freeciv.org/cgi-bin/bugs just redirect visitor to RT. So should the address be changed?

No, bugs@xxxxxxxxxxxxxxxxxxx continues to work just as well as it ever did.

Oops, I misread...

This was discussed long time ago and changing the url every time the
backend is changed is not that good idea. Making a forward to the new
system every time is the better solution.

Perhaps a more user-friendly forwarding URL like http://bugs.freeciv.org or http://freeciv.org/bugs/ would be better, though. (Except the latter is already in use as the known-bugs page.)
