Moving many units between can be tedious.  I suggest having a "Ferry"
command for unit-carrying ships.  It would borrow heavily from "Patrol",
except the ship would sentry itself at the starting point until a unit
was loaded on it, then it would wake up, go to the end point, unload its
units (waiting if necessary for them to be moved off), then travel back
to the starting point and sentry itself.

As described, this is a one-way ferry, which is the way I would use it
most.  A two-way ferry wouldn't be that much more difficult, except
deciding which end of the route it needs to wait at.  Perhaps if there
was a specific "Wait to load onto ship" command distinct from "Sentry"
this would be easier.  (And, this would solve the annoyance of picking
up a unit you truly want as a sentry when moving a ship through a city.)
