[Freeciv-Dev] (PR#6166) civil war nations lists

We now have the feature to add a list of "civil war nations" for each 
nation.  If this list exists, the nations in it will be used first as 
the split-off nation when a civil war happens.

We've also included such lists for most nations.  One advantage of this 
feature is that in a game when all nation choices have a common theme - 
such as a European scenario or one where everyone has chosen fantastic 
nations - a civil war will preserve this theme.  For this to work, 
though, we need a list for every nation - would anyone like to finish 
writing them?

You may also want to take a look at your favorite nation and make sure 
its list is accurate and complete.
