I haven't investigated this and I can't promise I'll get around to it.
It appears to compile fine on Cygwin with Cygnome, but I haven't
time to test it now.

The patch and README have been moved to
ftp://ftp.freeciv.org/pub/freeciv/contrib/utils/civworld/
and I have mentioned Cygwin and Solaris in the README.
