here are two preliminary effects patches. e-part1.diff: this patch moves effects documentation from buildings.ruleset and into a new file doc/README.effects. It also changes the Building range to Local range. It also changes some effect ranges in the building.rulesets to something more sane. I plan on committing this later today if there are no objections. e-part2.diff: this patch removes all of the old effects code with the exception of struct impr_effect which is needed to make space parts work. This will be replaced later with the more general struct effect_defn. I would like someone to review this patch as it changes savegames very subtly. I do not why and if you look at the patch, you will see why I don't know why. I can only attribute this to a subtle bug in the current code that is removed by this patch. This patch does fix a client bug introduced by the islands patch committed today. -mike
