CVS HEAD:
I plugged the holes in terrains in terrain1.png and the coastlines and
ocean in terrain2.png.
I also removed extraneous pixels in the tile edge mask in terrain1.png.

CVS S1_14:
I generated XPMs from the PNGs in HEAD.

The bug has been fixed and dither_tile is used once again.
