[Freeciv-Dev] stable branch created

I have now created the stable branch of cvs where the pending betas
and release will be prepared. Development will now continue as normal in
cvs main.

Those who wish to update translations, make patches or look for bugs, can
do so in one of two ways:

        cvs -z3 co -r S1_14 -d freeciv-1.14 freeciv

this checks out a new tree into the freeciv-1.14/ directory. Or,

        cvs -z3 up -r S1_14 -d

this changes the sources in your existing tree from main to the S1_14
branch.
