More than likely you are having problems your GTK+ 2.0 RC configuration.
Those strings are built-in GTK+ 2.0 itself.
In short this is not a Freeciv problems.

Try running testgtk and other GTK+ 2.0 programs. I bet they don't
translate that properly either due to the misconfiguration.
