no cvs in /usr/bin /bin /usr/sbin /sbin

It turns out to be nontrivial to add /usr/local/bin to the standard
environment in a portable way.  So I just linked cvs to /usr/bin/cvs.
cvs works again now.

This is related to the machine upgrade for which, incidentally,
donations are still welcome.
