Ross/Davide/Raahul, please take a close look at this, since I intend to
commit it soon.

It is the civ2 happiness, take specialists from the ranks of the content
first, patch. I've just added some cosmetic changes of my own.

The AI doesn't like it, but by using the CM part of CMA in the server we
should be able to fix that, and also a very bad AI bug which doesn't
allocate new cities enough food to make settlers in the beginning.
