[Freeciv-Dev] Patch to enable PGUP/PGDN scrolling of chat area (GtkText)

Dear Sirs,

This is a (very) small improvement of the UI. It makes the PGUP/PGDN
keys act like SHIFT+PGUP/SHIFT+PGDN does in a Linux shell. So that
page-up scrolls the chat/msg area up one page and page-down scrolls down
one page.
