[Freeciv-Dev] rfc: order in update_city_activity

Hi,

after i saw that someone was buying a settler in a city with size 1
which was growing the next turn i'm not sure if the current behavior is
correct.

I think first the city should give food/production/trade than grow
normal, produce normal, grow rapturing.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
