A motivation for /fix and /free is stated under PR#1139.

These commands are an experiment to help us find a good solution
to minimise abuse and game disruption on public servers.

People have ways to disrupt the game at runtime; some of them involve
setting game time settable options, such as allowconnect, fogofwar, and
endyear.

One solution is to play Freeciv in "IRC channel mode", i.e. use the 
cmdlevel first feature.  That way only one player has control of the game.
This seems a good solution, except that there has got to be a much more
intuitive interface before we can make it a default.

Another solution is to disallow some of these options to be set at runtime.
They must be changeable at pregame, this is part of the regular negotiation
between players on a public server.  At least one option (timeout) must
always be changeable at runtime.  The /fix (and /free) command is an
occasion to experiment with this feature.  With a GUI interface for
server options using it would just be a question of marking a checkbox.

At the moment the patch is applied to the 1.12.0 servers on
civserver.freeciv.org, but not to the 1.13.0 servers.
