Have you done the following?
1.start civserver.exe
2.start civclient.exe
3.select "New Game"
4.click ok in the following dialog
5.switch to the civserver dos box
6.enter set fogofwar=0 there
In that case you'll end up with two servers (one with fogofwar and one
without). The client will be connected to the one with fogofwar.
The correct thing to do is:
Either
1.start civclient.exe
2.select "New Game"
3.deselect "Start game automatically" in the following dialog
4.click ok there
5.enter the following in the chatline of the client:
/set fogofwar=0
/start
or
1.start civserver.exe
2.enter there:
set fogofwar=0
(and your other settings)
3.start civclient.exe
4.select "Join Game"
5.click on "Connect"
6.switch back to the civserver window
7.enter there:
start
